MECA is a community-based non-profit BIPOC organization committed to the healthy development of under-served & under represented families through arts and cultural programming, the promotion of academic excellence, support services, and community building. MECA provides arts education via three programs, the Out of School Time Arts and Residency, the In-School, and the Sunburst Summer Arts Programs. In October of 2019 at the request of Mayor Sylvester Turner, Multicultural Education and Counseling through the Arts (MECA) under the direction of Alice Valdez, assumed leadership of cultural programming at the city-owned facility for Hispanic arts in the East End Cultural District adjacent to the Guadalupe Plaza Park. MECA stepped in with the support of the Mayor's Hispanic Advisory Board after the previous operator, Talento Bilingue de Houston, ceased operations.
